(4) Police Report
We have a new officer, Anna Algerie who has contacted us hoping to attend meetings in the future, duties permitting. Anna tells us that much work goes on behind the scenes, especially in conjunction with the housing association and cuckooing.
Cheryl reported children on rail track near cycle path. Police informed and pressure applied to Railtrack to repair fence.

Brian told us that HSBC were to close. We need to find another bank. He will make enquiries.
(6) B.I.D.
There will be a meeting with the directors and lawyers from the Conwy Council to discuss the issues at which Brian and Cheryl will be in attendance. Further developments to be reported. We feel sure they will fight our corner.
(7) Vacant Plots & Brown Sites
Green fields are being torn up for building whilst brown field sites and buildings remain unused for decades. Examination of the County Council’s preferred sites, or fields considered for large estates, show that a vast acreage is in danger. For Old Colwyn, Peulwys and Ty Mawr Farms will eventually vanish whilst we see the Imperial Hotel and many other sites empty and idle. Many other new builds are holiday homes only. The advantage of using empty sites include the use of the existing service structures, sewage, water etc. apart from increased town footfall. Does the new Council building now fall in this category?
The Town & Country Planning Act (Brown Sites) 2017 obliges local authorities to maintain and review annually a register of such locations. A Phillip Plato has prompted Buckingham County Council to do this. He has also been successful in using legislation to classify land as ‘Common Land, thereby preventing building. The legislation is complex, requiring professional guidance to navigate.
This Association will request the policy of Conwy Council in relation to existing regulations. We have recently been told by them that they don’t keep a register, and that this legislation is not devolved to Cardiff.
(8) War Memorial & Armistice Day
Merfyn and Brian attended a Town Council meeting. The edifice has been professionally inspected and the structure is basically sound apart from minor fissures and stone movement. The roots of hedging to the rear need attention as they grown under the foundation. This will be the responsibility of the new owner of the church. The church will rent the land out to our Town Council in perpetuity and the Town Council will assume responsibility for its maintenance.
The Armistice parade was a success with a bigger turnout than previously. Our local school children were a credit to all. There was a minor hiccup with traffic control which was soon rectified. This will be monitored in future, especially with regard to the nearby garage services.
Next year will mark the hundredth anniversary of the memorial’s erection. Special arrangements are in hand to mark this. It is agreed that our wreath laying privilege will be open to any resident in future rather than our Chairman.
(9) Minafon Flats
Concern has been raised by some residents near this building. The occupants are people who need some sort of social help. Ysgol T. Gwynn Jones is nearby, and some parents are concerned for the young children there. Cllr. Gail Jones is monitoring the situation and Cllrs. Carlisle and Cloverely are seeking clarification from Conwy Housing and Cartrefi Conwy.
(10) Defibrillators
Our two are being checked regularly and a third has been purchased ready for installation.
(11) Cycle Path
Police are unable to monitor this at all times. Incidents still occurring, but it is thought that to date there have been no serious accidents.
(12) Speed Cameras
The cost of these is some £8,000.00. They are required at Dolwen Road and Llysfaen Road. It is not known if the 3 stage speed reduction type will be installed. An application was made to defer the grant, but Cllrs. Carlisle and Coverley continue to press the issue because of the danger and this was one of Cllr. Bob Barton’s missions. Further developments to be reported.
(13) Dog Fouling & Cameras
Still excessive fouling. We can only rely on the civic responsibility of the owners since the demise of the ‘No Messing’ campaign. Kingdom were ineffective.
(14) Overflowing Waste Bins
Weekends and staffing levels are a problem. Cheryl in contact with the relevant department.
(15) Dangerous Parking & Road Markings, Wynnstay Road Junction with Cadwgan Near ALDI
Traffic Orders are in progress, and work to be completed.
(16) Solar Lighting Wynn Gardens
In progress.
(17) Graffiti Project
Application in for grants to top up our contribution (5 (c) above.
(18) Any Other Business
(a) Pier Lighting
Lighting on pier, and to left of pier is on perpetually. Is this wastage of power at such a critical time? This is ‘on the list’ for attention.
(b) Fly tipping at Princess Rd & Cefn Rd
Can cameras be used?
(c) Xmas Market & Summer Fair
Cheryl and Gail to attend meeting on 19th January 2023 to discuss the Xmas Market and Summer Fair. They will report back.
(d) Min y Don Park
A specialist in this field has visited the site and spoken to children using it hoping to meet their desires. Money is available for further improvement from Town Council. The application was deferred, but Cllrs. Carlisle and Coverley are meeting with Council before the grant period expires. Result to be reported.
(e) Hall Rental
Vice Chair noted that the hall rental had remained constant for some years. It was felt that we should increase this to £15.00 per session. Unanimously agreed.
